Dr. Indu Bhushan
Dr. Indu Bhushan is a renowned Indian economist and former civil servant, best known as the first Chief Executive Officer (CEO) of Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (PM-JAY), the world’s largest publicly funded health insurance program. Under his leadership, the scheme brought healthcare access to over 500 million Indians, offering ₹5 lakh per family per year in coverage for secondary and tertiary care.
His vision and execution helped transform the Indian healthcare landscape toward a more inclusive and digitally connected system. Dr. Bhushan is an alumnus of IIT-BHU and IIT Delhi and holds a Master of Health Sciences and a Ph.D. in Health Economics from Johns Hopkins University. He is also a Chartered Financial Analyst (CFA).
Prior to Ayushman Bharat, Dr. Bhushan served for nine years in the Indian Administrative Service (IAS), Rajasthan cadre. He later held several leadership positions at the Asian Development Bank (ADB), including Director General of East Asia and Head of the Strategy and Policy Department, where he managed development projects across Asia in energy, health, and social sectors.
Dr. Bhushan also led the National Digital Health Mission, striving to digitize India’s health infrastructure. His efforts in digital health, health policy, and governance have earned him prestigious awards such as the E-Governance Gold Medal (Government of India), the Distinguished Alumnus Award (BHU), and the Global Achievement Award (Johns Hopkins University).
Today, Dr. Bhushan continues to serve as a thought leader in public health and development, advising global organizations and contributing to policy-making aimed at universal health coverage.
